Divisional Director - Monitoring and RIS Compliance

This is an exciting opportunity for a Regulatory Director/ Monitoring and Compliance Director to actively manage the current Road Investment Strategy (RIS) Performance as defined under the Regulatory and Legislative contract.
This function is delivered by ensuring that outcomes and obligations are known and understood, ownership clarified, risks identified and mitigations reviewed and communicated. Actively lead the client-side change control and have an essential input into In Period strategic decisions.
Manage the relationships with the Office of Rail and Road and Transport Focus. Manage external change controls for RIS and monitoring requirements.
Advise Executive Director on all issues relating to current performance, monitoring frameworks and compliance with the RIS. Lead the RIS 2 process for Efficiency and Performance Framework.
You will be responsible for Shaping, Planning and Delivering our client's new strategic planning capability.
*Own the Delivery Plan, Memorandum of Understanding, Licence and Road Investment Strategy obligations for Executive and Board, ensuring that obligations are understood, allocated and monitored at directorate level.
*Work with Finance and Capital Portfolio Management team to ensure balanced position on current and future risk, efficiencies and delivery, annual compliance and end of Road Investment Strategy compliance.
*Provide relevant and appropriate levels of detail, (Risk based) on programme performance, and forward facing risks. Identify strategic options for managing risk. Carry out quarterly business plan reviews and advise Executive on regulatory risks and developing best practice with both the Monitor and Watchdog. Update as required following confirmed changes in either organisational design or outcomes.
*Manage all regulatory issues for Road Investment Strategy - including efficiency, benchmarking, issue of documents and overall regulatory risk.
*Manage client change control function, including all client change processes and liaise with internal change control board.
*Manage key stakeholder relationships with Office of Rail and Road and Transport Focus.
*Manage and lead the relationship with Office of Rail and Road to create and maintain a positive reputation for our client with Office of Rail and Road, ensuring the best outcomes for both our client and our customers through effective information provision, clear communication and integrity.
*Manage and lead the working level engagement with DfT on performance and compliance with current Road Investment Strategy
*Drive improvements in health and safety performance ensuring effective practice is promulgated to staff and partners and carry out any tasks identified to the post in the Level 2 and relevant 2a Organisational Health & Safety RACI charts.
*Manage a specialist team engaged in the development and implementation of strategic policies, processes and best practices, and the provision of associated strategic and technical advice and guidance; to deliver strategic planning, including risk management and investment prioritisation, development, renewal and maintenance of assets.
