Background and Overview

In January 2015, McGinley Support Services commenced a significant contract under the Crown Commercial Services Public Sector Resourcing (PSR) initiative, initially with Capita and later continued by Alexander Mann. This longstanding partnership has enabled us to deliver comprehensive recruitment solutions across a broad spectrum of roles, from technical and administrative positions to highly specialised functions. Our service has been integral to fulfilling the staffing needs of Network Rail and various other public sector clients, including AWE, DEFRA, and the Department for Transport (DfT).

Objectives and Performance

Our primary objectives were clear: to source, interview, and pre-select all specialist staff for the client, ensuring a seamless and efficient recruitment process. We leveraged advanced systems like Fieldglass and Oracle i-Recruitment to manage job requisitions, communicate with clients, and handle candidate management. Our rigorous process included acknowledging requirements within four hours, submitting a shortlist within 48 hours, and ensuring all candidates were fully briefed before interviews. We also prioritised stringent checks on safety-critical competencies, which comprised approximately 20% of the roles, thus necessitating thorough scrutiny and background checks.

Challenges and Solutions

The client required us to manage a diverse range of roles, often with niche skill requirements. For instance, sourcing a Facilitator role for Network Rail required a blend of training, product development, and facilitation experience. We addressed these challenges by employing a proactive recruitment strategy, including social media marketing campaigns on platforms like LinkedIn, Facebook, and Twitter. This approach allowed us to effectively target and engage suitable candidates, even for hard-to-fill positions. Our efforts were not just limited to online strategies; we also held local networking events to uncover talent with specific local knowledge and expertise, such as the Possession Planner role for the Great Western Route.

Outcome and Client Relationship

Throughout the contract, we consistently provided well-qualified candidates, maintaining a high fulfilment rate even under tight deadlines. Our agile and flexible team structure, comprising a Key Account Manager, Deputy Account Manager, recruitment consultants, and administrators, enabled us to handle fluctuating job releases effectively. The client relationship flourished as we anticipated and responded to future recruitment needs, positioning ourselves as a trusted partner.

Conclusion

This case study highlights McGinley's capability to deliver exceptional recruitment services for complex and diverse public sector requirements. Our proactive approach, combined with advanced resourcing techniques and a commitment to quality, ensured that we met and exceeded the client's expectations. The success of this partnership is a testament to our expertise in the recruitment industry and our dedication to providing outstanding service.
