Project Overview: In October 2020, McGinley Support Services was awarded a contract as part of the integrated labour desk for EKFB on the HS2 C2/C3 sections, spanning from Aylesbury to Coventry. This contract, set to run until 2025, is a testament to our capabilities in providing comprehensive labour supply and recruitment services for large-scale infrastructure projects.

Client: Eiffage/Kier/Ferrovial/BAM Nuttall (EKFB JV)

Objective: Our primary objective was to ensure a steady and qualified supply of labour to meet the demanding requirements of the HS2 project. This included adhering to joint KPIs and SLAs across the labour desk, focusing on safety, quality, cost management, time management, productivity, and commitment to FREDIE (Fairness, Respect, Equality, Diversity, Inclusion, Engagement).

Challenges: The HS2 project posed several challenges, including the need for significant investment and effort to meet SEE (Safety, Environmental, and Economic) and Community engagement targets. Coordinating labour resources across a vast geographic area while ensuring compliance with industry standards and regulations was paramount.

Solution: McGinley implemented a robust recruitment strategy, leveraging our service centres in Birmingham and Watford. We created a dedicated team, available 24/7, to manage recruitment and resource planning. Our approach included:

  • Establishing a resourcing zone with inner and outer catchment areas, engaging communities through local recruitment efforts.
  • Using mobile interviewing and onboarding units to reach smaller communities and maintain close proximity to worksites.
  • Implementing a five-year recruitment plan, updated quarterly, to align with the project's timeline.
  • Collaborating with Job Centre Plus, community employment support providers, and various organisations to promote inclusivity and support local employment.
  • Investing in Skills Training & Development to enhance local skill levels and leave a lasting legacy.

Integrated Labour Desk: Our collaboration with other labour providers on the HS2 project involved joint management of safety and resource planning. We synchronised pay rates, managed PPE, competency, and training, and contributed to a joint labour desk unit responsible for overseeing workers across the site. This collaborative effort ensured that we collectively met the workforce requirements and adhered to the 'People Matter Charter' for ethical commitment.

Outcome: Our efforts ensured a skilled, compliant, and diverse workforce, supporting the successful delivery of the HS2 C2/C3 sections.
