What is a Fair-Culture Investigation?

The Fair Culture Flowchart, introduced by Network Rail’s Safety and Sustainable Development division, provides a structured way to assess behaviour following an incident. It considers the individual’s intent, foresight, decision-making, and history, through four sequential tests.
